 SMTP Virtual Server Instance 1 keeps failing in cluadmin for Exchange 2003 cluster

we have a 3 node exchange 2003 cluster setup as AAP. I changed the IP addresses of the to virtual nodes as we had moved to a different site. The problem is that the SMTP Virtual Server Instance 1 keeps failing in cluadmin. I have followed all the correct steps ion changing a virtual Ip but no luck
