It really depends on what this application is supposed to do and where the shop will run the application. It's clear that the team are developing a Microsoft app (Excel, Access, VB, etc). If this is a closed application for just one department and you don't have the necessary know how to expand/customize the application to implement the functionality as web service, you probably will not get it in time in budget. So, again, web service is NOT the solution for every problem. First of all, KISS (keep it simple and stupid). Second, evaluate who is going to use the application, how critical it is (performance and security are very important points when talking about web services). Evaluate your budget and the resources you have to develop it (do you have already the expertize you need? ). If you want to go for web services, start with the easiest interface you have and make a proof of concept. Evaluate the results and take the decision. Good luck!!!

Definitely it depends on the exact requirements. I am sure once you bring in the PDAs in picture; the application has to be accessible from anywhere. Ideally a web portal will best suit for this purpose. Integration of excel, access etc. is not an issue in a web application. Keep secured connections in mind when it is going to be accessed from out of boundaries of the organization. Whether to put it on Intranet of Internet will be a selection choice based on the requirements, vicinity and number of users. You can explore NFC technology too for the purpose.
