I'm working on a project and I'm planning to start a web application as an Azure website and then move it over to an Azure Cloud Service. I made that decision because I've heard that Azure websites are more simple and fast to develop with almost no Azure-specific configurations or code. But I'm worried about if this is the right way to do it. Do you think migrating to Azure Cloud Service is the right idea for me? Or should I leave it as an Azure Website?

It would be good to know why you plan to move it.  What benefits do you expect to get once moved to cloud service?
