It depends on what you mean by “standard configuration”. It’s available in all of my standard configurations.
There are two prerequisites:
<li>5733SC1 IBM Portable Utilities for i5/OS *BASE & Option 1</li><li>57XXSS1 Option 33 (Portable Application Solutions Environment) or 57XXSS1 Option 30 (Qshell)</li>
My opinion is that all of those should be considered “standard”. 5733-SC1 might need to be requested or downloaded from IBM depending on how you obtained your system and your system software. It came with my last set of CDs.

Also, Scott Klemens has several articles that I found helpful.
