How to setup Wi-Fi with multiple passwords

I'm trying to setup a Wi-Fi service in my small town. I would like give free Wi-Fi to everyone. But here's my question: Should I give everyone a different password so they don't use another network. If so, what's the process? Any help is appreciated.

I have seen and used a lot public Wi-Fi. Some do not require passwords other change them daily and post them in the place of business. Also some companies like Comcast / Xfinity have tons of Wi-Fi hotspots. All you do is login to the Wi-Fi with you account info and you’re good to go away from your home network. How many people are we talking about? You want to consider if you have multiple passwords and somebody forgets theirs, they are going to have to call someone to reset it. That means some type of support will be needed. No password means no phone calls to be answered.

    I think if it is free, then you might not need to have a password.

    You might consider looking at solutions designed specifically for such Wi-Fi access - products like those offered by Aruba, Meraki, and Aerohive. The real question is, who's going to pay for it?
