How can I setup a user in MS2003 to manage user and computer accounts in a single OU? They should not be able to move users between OUs.

Right click on the OU, and select "All Tasks", then select "Delegate Control". Run through the wizard and grant the user or group rights to manage the users and computers in the OU.
