Where are you trying to set up the test environment? How are you going to connect to this environment?  What hardware is being used? A little more info please.

If you are asking this question, then you are probably not the right person to do this function. Aslo, if it is for a communications company, it is important that it is done correctly, otherwise the test results will be meaningless. You need to employ someone who understands IP, VLANs and protocols to do
this job, it is not something that can be answered in a quick question
on here.
