It's like your hard drive's folder structure: different levels and keys can have differing permissions. So, in the Registry Editor, right-click a key, select "Permissions", and edit them however you want! Um...I would advise you backup well beforehand and take extra care to make sure that don't lock out anyone who shouldn't be locked out (domain admins, etc) with a rogue deny entry or deletion of them altogether. There be dragons...
