Setting up Windows Server 2003 FTP with the least amount of risk

We have security concerns. How should we set up our Windows Server 2003 to be a FTP server with the least amount of risk? We need ftp but would like to lock it down as much as possible.

I would consider using a 3rd party ftp server. The built-in ftp server (if I recall correctly) requires a windows userid. With a 3rd party ftp server you can makeup names and not have a possible compromise on your windows security.
