We currently have an AD topology in which we have one forest and a root domain and another domain in the forest.  In order to set up time synchronization we have enabled the PDC emulator in the root domain to synchronize time with an outside time source. Is that all we have to do or do we need to set the PDC emulator in the placeholder domain to synchronize outside as well?

Thanks. We'll let you know when a new response is added.

if the PDC emulator in the root is synching to an outside source thats all you should need to do.

the PDC emulator in the child domains sync to the PDC emulator in the root
the domain controllers sync to the PDC emulator in their domain
the servers\workstations sync to the domain controller they authenticate to

check the w32time service is running on all computers.

You can check the time on a selection of machines to test using the script here
