Setting permissions for Exchange public folders

How can I prevent users from deleting Exchange public folders themselves, but still allow them to delete content within the folder?

Do not set them as owners on the folder, instead set them with publishing editor or publishing author permissions.

    Security explorer for exchange http://www.exchangeserversecurity.com may be able to help you with this. You can manage public folders permissions but you can also manage security on storage and administrative groups on a very granular level. Hope this helps!
