Let’s say you have an logical file FILEA with the following key values:

A
B
C
D
E

setll ‘C’ FILEA; will position you to read the record with an index value of C if you now read the next record.
setgt ‘C’ FILEA; will position you to read the record with an index value of D if you now read the next record.

setll works with a less than or equal to approach. setgt works with a greater than approach.
