Impossible to say without knowing what OS is involved and probably what platform it runs on.

OS is an important matter to determine this type of job. You can try this one, assuming chrome is installed on the system, now right click on the file and click properties, here you can change the default program which is selected erstwhile, and replace this one and select chrome as default program.

Be careful when changing the default application for some file type. You could inadvertently break something by forcing it to open with another application. Also why have this type open with a browser instead of a graphics program?

If that file type does not open in Chrome, (as you wanted), this is not so hard to change the default program that is windows viewer as the same way.
