My question is, will attaching quotes, scopes of work and specification to a purchase requition take up server space and slow down the system. I really like this functionality but don't want to slow down the system taking up server space. Please advise.....

If you add more information then yes more space will be taken. Will adding this additional data slow down the system, probably not. It would depend on what system you are using, you didn't say.
