If you don't know what applications you are going to buy, then how can you be expected to correctly size the servers. No tool is going to be able to provide you with these numbers any better than another.
At that point you are dealing with a whole lot of guesswork.
You could go to Toys-R-Us and pick up a Magic 8 Ball. That will be as accurate as anything else.
You could go ahead and create a VMware Virtualized infrastructure with a very large amount of compute resources and then you already know the costs for the hardware and infrasturcture. At that point it just becomes the software costs to procure new applications.
