Windows Server 2003 and IIS configuration

Good Morning
I have Installed Windows Server 2003 on one machine and configureas IIS.After configuring site, i faced two problems
1> When i put machine on LAN with Live IP. It choke my Network. I checked( received and send packets) .......it increase continuosly and I ping to DNS it shows RTO.
2> I am not able to any service like(Inetmgr, other administrative tools option, services.msc etc). I received error message "MMC cannot openĀ [var style="box-sizing: border-box;">Snap-in Name[/var]. This may be because the file does not exist, is not an MMC console, or was created with a later version of MMC. This may also be because you do not have sufficient access rights to the file." When i use run-mmc- and add new component then get error not able to save.

    Check the Anonymous Authentication by clicking Authentication and access control and make enable anonymous access. Verify the network connections r enabled. Also verify the Inetinfo.exe is running. Again restart IIS Services from Administrative Tools > click Internet Information Services Manager. Also verify Startup type is set to automatic. Check for WINS / DNS server installed properly.
