I was also experiencing this error 3 days ago and then found solution here: An unknown error occurred - 0x80040116If above solution does not work for you, then you should use a PST repair application to analyze and fix the issues.

		<description><![CDATA[The main cause of this error is a confliction with Microsoft Outlook and AntiVirus products which  have an ‘email scanner’ as standard. It checks every e-mail message as you send/receive for viruses. 

If you are a using Norton AntiVirus, please follow the below mentioned steps to solve the error:

   1. Close Outlook if it is open.
   2. Open Norton Internet Security.
   3. On the Options menu, click Norton AntiVirus.
   4. In the Norton AntiVirus Options window under Internet, click Email.
   5. Under What to scan, uncheck Scan incoming Email (recommended).
   6. Under What to scan, uncheck Scan outgoing Email (recommended).
   7. Click OK.
