Sending to mail to specific external domains

Can exchange 2003 be configured to send mail only to certain external domains without using third-party packages?

Yes.
I think you can create a connector for each desired domain, or one connector for them all.
Do NOT include the “*” domain.
Test that.

    In exchange manager go to routing groups- connectors and create new connector for domains you may even use different smtp servers as forwarders for different domains
