Create a new agent, and in its properties select On schedule, then select Daily, Weekly, Monthly, etc. and click the Schedule... button. Click the Add Action button and Send Mail Message is one of your options. It could get less trivial depending on what the contents of the message are to be, but using the agent's target, you could, for example, include links to all new and modified documents, and in the Document Selection of the agent, you can specify almost any search you want.
