This may be disabled by the administrator. In the public address book, go to Configuration->Servers-Configurations and open the configuration doc for your mail server. From there, go to the tabs Router/SMTP->Restrictions and Controls…->Delivery Controls. Check the value for “User rules mail forwarding”

Delete the copy rule ==> Refresh design ==> Replace Design ==> Rebuild viewa ( Ctrl+ Shift + F9) then recreate the rule..
Or Check the rights you have on the ACL Are you a manager ?
