If SP2 is installed, open an MMC and load the local group policy configurator. Set the following:

Group Policy =>Local =>Computer Configuration =>Administrative Templates =>Network =>Network Configuration =>Windows Firewall =>Domain Policy:
Remote Admin Exception: Enabled
Remote Desktop Exception: Enabled

Even if the SP2 firewall is disabled, these two settings may restrict access to certain areas of the system.

Also – make sure that the user(s) or group(s) attempting to access the %program files% directory are set up as account holders on the target systems…
