Google's Postini service meets most of your criteria but an Outlook plugin is not required. Messages are quarantined on Postini servers and users can manage their own quarantines through a web browser. Notifications can be configured to tell users that messages have been quarantined. The false positive quarantine rate is very low and my 2000+ users are very satisfied with this service.
