 SCSI drives suitable for setting up an array
What speed SCSI drives are suitable for CAD designers working off the server? How would you set them up in an array? We need 10 TB capacity.

For large files like that you'll want very, very fast drives. Either 15k RPM SCSI disks, or Solid State Drives. You will also want at least 1 Gig Ethernet between the users and the server so that the transfer of information is very quick.
