In working with MS Excel 2003, there are darker scroll lines vertically & horizontally on the worksheet. When I try to scroll the page down below the line, only those cells scroll, not the whole sheet. How do I fix this?

Sounds like View - Freeze or View Split So got to the view panel and select Freeze or the Split and select to turn off the setting.

It is either you have your worksheet split or the panes are frozen. To unfreeze the panes, open your Excel spreadsheet. Under the Windows menu, select Unfreeze Panes. To remove the Split, double-click any part of the split bar that divides the panes.
