 SCM Pack Spec creation with HU-create and Excessive Vol. Tolerance (99.9%)

Dear SAP Collegue: I have one quesiton.  I entered 99.9% in Excessive Volume Tolerance field in Pack Spec creation screen with HU-Create indicator on at the Transport level.  At the other level like U/C or Master Pack level, I also entered 99.9 % without HU-create indicator.  99.9% at transport is working fine , but 99.9% is not working at the other levels (U/C and Master Pack levels).  I have been searching for SAP OSS notes, but I still haven't resolve the issue. Any help out there? Thanks.
