What did you want to achieve? How do you want to deploy them? .msi is a windows installer file/package while sccm is also an MS product, and this is basically a system management assistant which can help to manage/maintain a large number of windows based systems. As you asked local policy, but without knowing more details, you will not get good replies.

Are you asking how to set something up like your question? Are you asking if you can detect such a setup in your enterprise? Is it something you want or do you want to prevent it?

What is the problem you're having?
