Saves to desktop Windows XP
Windows XP saves to desktop instead of asking where to save it to. How do I change this?

Please provide more details.
Does this happen with every application, or just when saving from a specific program ? if the latter, what is that program ?

It depends on your browser. If you use firefox you need to go to Options. In the Main tab, check Always ask me where to save files.

Internet Explorer already prompts you where to save the file to. You can change the default location in the following registry key: HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Download Directory.
