SAP ECC6 Security ACTVT 04 – print/edit message V_LIKP_VST

With this Object and Activity we are able to view the output through TCODE VL03N however we are not able to Edit the Output through VL03N. I would like to understand the TCODES that will allow the Edit of a message and not just the display of the message.
We are trying to restrict the edit but we still require the ability to view the output in a Delivery. We would like to remove all TCODEs that allow editing of an output so the Edit portion of the activity "04" is not enabled for the user.
