These are two separate and different concepts which relate to each other but are not mutually exclusive. A runtime array is an array that you populate when the program is running. It is different from a pre-runtime array (which, IIRC, is an array that is populated as the program starts) or a table – an array that is defined when the program is written and is not changeable.

A program-described array is an array whose fields are defined in the program, as opposed to an externally-defined array which is basically a file which has the fields to be used in the array.
