Have a look at these official installation guides for Oracle 9i:

<a href=”http://download.oracle.com/docs/html/A95493_01/toc.htm”>Oracle9i Database Installation Guide Release 2 (9.2.0.1.0) for Windows</a>
<a href=”http://download.oracle.com/docs/html/B10546_01/toc.htm”>Oracle9i Database Installation Guide Release 2 (9.2.0.2.1) for 64-Bit Windows</a>

And you can find some information about integrating oracle with windows <a href=”http://download.oracle.com/docs/html/B10163_01/architec.htm”>here</a>.
