No. RIS is used to install a pre-configured operating system to multiple machines over the network. It was replaced by Windows Deployment Services (WDS) in Windows Server 2003 SP2 and above.
To supply program updates you will need Systems Management Server (SMS) or it's successor System Center Configuration Manager (SCCM).
