How would I OBTAIN FILE SIZE, ETC ON IFS FILES BY UTILIZING THE RTVDSKINF COMMAND ON AN AS/400 SYSTEM ?

RTVDSKINF is telling you about the hardware - are you needing the sizes of individual files? WRKLNK, find the files, and 'display attributes' - roll down, will tell you. Or, if you're thinking of an all purpose 'how big is my repository' type thing, then you'll need to look at the API's for direct access, or do a quick check of the open source out there.
