Restricting users to certain programs in Server 2003

Hi. I am new to Server 2003, and need help with a problem. I need to restrict a user log-on to be able to access only certain programs on this machine. I want the Administrator account to have access to everything, but a user to have access to a certain program. We are running Server 2003 R2 Standard Edition with SP2 on an HP ProLiant ML110. I am not sure that I understand your question. Are you saying you want to restrict a user log-on to the ACTUAL server at the console? Are you saying you are using the server like a ‘workstation’ when the individual sits at a keyboard, mouse and monitor hooked directly to the server and logs on?

OR, is the individual logging on to a workstation that connects to the server?
