Restricting capabilites in IBM Lotus Sametime
I was wondering, is it possible to restrict an IBM Lotus Sametime user -- or group of users -- so that they can only receive messages sent, but not initiate a chat or reply to messages?

Sorry to be so brief here - gotta go offsite, but wanted to say "yes" to your question. There are restricted user licenses and full licenses available for Sametime. I would need to do a bit more investigation to give you the exact nomenclature (although I believe that it's simply "restricted" and "full"), but I've seen this issue before here at ITKE. The answer and specifics are readily available from the IBM / Lotus Sametime assistance site. I'll look into this in a bit more depth upon my return (unless someone else has the answer for you by then...)

Upon further review, the links I gave above skirt your issue (restricting clients to “receive only” functionality). Further investigation reveals that as of Sametime 2.0, there was a limited use client which might just fit your requirements:
Broadcast Client (BC)
The BC is a thinned-down version of the MRC that allows only viewing and
listening to a broadcast meeting, and does not have any interactive functions
such as chat or text messaging. It is a much smaller download for clients
attending a meeting using this applet.
This client is downloaded at the time you attend the meeting, and is cached
for re-use at a later meeting. Updates (if any) are automatically obtained from
the Sametime server.
