Typically you should be able to set restrictions using your anti-virus or anti-spam software on the exchange server. Do you have either installed on your exchange server?

    i think u better use transport rules..make a transport rules that block mail from specific users to internet accounts needed to be blocked.

    There are no transport servers or transport rules with Exchange 2003.

    but there are something similar . send connector properties in address spaces to be sent to and blocked domains.. and in mailbox options you can restriect send to specific domains and block send to specific domains.
