Restrict to create a subfolder

I have a shared folder in our server. Is there a way to restrict users from creating sub-folders under it but be able to create, modify, and delete files? Any third-party software can do this?

Use advanced permissions on the shared folder (the <b>folder </b>permissions, not the share permissions). Remove the Create Folder permission for the group you wish to restrict.

    I tried that already but after doing it, I could not append the files. The files are considered read-only after unchecking that.
