In line with Mshen’s comment ” When you use browse, do you mean RPC into your computer and see your files or open internet explorer and browse other sites?” - are you thinking about restricting guest users to view your file and folders? This can be done on Windows XP environment.
You may set up a Guest account with limited access privileges. Then the people signing on as Guest will not be able to “browse” your files and folders under “My Document”. But they will be able to browse Internet.
If this is not possible then consider “encrypting” the files or at least password-protect them. Microsoft provides easy way to encrypt or password protect files created by major software – Word, Excel, Access, PowerPoint.
I realize this may not be your ideal choice – but may provide a quick solution.

I’m not real clear on your question but it sounds like you’re just trying to limit the sites that users can go to. If so, you can specify sites in in this manner in Internet Explorer 7 under Tools/Internet Options/Content/Content Advisor.
