		<description>This could be a losing battle without some complex Web filtering in place. Even then there are ways around it. Have you considered a host-based DLP solutions? That may be where this needs to reside if you need such tight controls.</description>

		<description>I would imagine that you will need to simply block access to all webmail, forum, redirector, anamonizer, etc websites.  I don't think there is anything out there that can tell what kind of traffic the user is sending to the internet, unless there is a client installed on the users desktop.</description>
