Restrict document library checkout to single person at a time

MOSS 2007. I have a bunch of documents (pdf ebooks) that are licensed to allow a single person to view them at a time. I would like to store them in a document library and implement some kind of check in/out that reserves the document until it is checked back in. It seems like all I can do is update the checkout status of the document, but I can't restrict access while it is checked out. I've looked at filtering the views to hack something together. The problem with that is it hides the document while it is checked out so the users do not know about it until it is checked back in. Is it possible to restrict access to allow a single person to view a file at a time? Aaron.
