Is it possible to restore data on a LTO3 tape without the application (ArcServe2000) that backed it up?

No it is not possible to restore an ARCserve backup without ARCserve. Go to arcserve.com and download a live trila copy of ARCserve 15.0 to restore the old ARCserve 2000 backup.

Probably not. Most of the tape backup software uses proprietary formats which require that you have that software to restore the data from tape.
