Not a save/restore file

Well, you can't "restore" from that tape. Is it certain that this was 'saved' to tape rather than simply 'copied' to tape?

The file looks like it has a record length of 308 and was copied with a block size of 3080.

I'd probably just try CPYFRMTAP into a file created with RCDLEN(308) to see what the record images look like. Once on your AS/400, it might be reasonable to create a record format that handles whatever the records look like, then use CPYF FMTOPT(*NONE) or FMTOPT(*NOCHK) into the new record format file.

So how did you migrate the original reel? - We used DUPTAP command, migrating reel tape to another media
Was that just done now or a long time ago? - migration was done long ago

Screenshot from DISPLAY TAPE

Is that from DSPTAP DATA(*LABELS) or from DSPTAP DATA(*SAVRST)?

Try displaying save/restore data.
