Start the telnet service on the other PC, and then use the telnet command along with the IP address of the other PC. The first requirement is that the other PC has the telnet service available. It’s not available at all on Windows XP Home, but is on Win XP Pro. The second requirement is that the route must not block the telnet port nor the telnet protocol.

So far, all you mentioned was a switch with 30 PCs connected to it. The switch isn’t for protection. It’s for switching signals between all of the devices connected to the switch.
 
If all you have is a switch with PCs attached to it, there is no protection needed. (And you wouldn’t protect with the switch.)
