Sir,
Am having VNC server & Client edition installed in all our clients, i have given password for connecting with each and every clients, i need to know how i can restrict the clients by enabling or disabling the VNC server in their own client machine.......

Any user who is an administrator of the machine with the VNC server on it will have the ability to stop and start the VNC SErver service.

If you were my consultant and tried to tell me that you needed to restrict the rights to restart the service, I would be looking for a new consultant. Having a VNC server open and assessable from the Internet is a security issue and should be shut down unless it is needed. VPN is a much more secure solution for connecting to your clients.
