you can connect via a precidia i pocket232 unit. If you look
up www.precidia.com.
I found this unit easy to configure and it sounds like what you need.
IF you are managing rs232 device over private network you only set ip address and gateway.
If you want to manage device over internet you will need a public ip address and mask or nat through firewall.

Try using a serial-to-ethernet converter.  Basically, the converter makes the RS232 port available on the network with a unique IP address, just like any other network device (printer, PC, etc.)   I have several RS232 devices on my network and am happy to recommend the following vendors:  www.comtrol.com (Comtrol) and www.ni.com  (National Instrument).
