I am researching whether my county can create its own ILEC (Independent Local Exchange Carrier). I am clear on the state laws that apply, but am curious as to what federal regulations apply to ILEC and what steps would need to be taken on the federal level. I know the FCC regulates ILECs, but that is about all I know.

Local exchange carriers are local communications companies that were created in the 1980s as the result of the breakup of interstate phone companies by the federal government. Numerous federal regulations apply to these carriers. Among them are the requirement to allow resale of their telecommunications services, to allow competitors access to their telecommunications infrastructure and to allow phone number portability.
