Recycling Bin problem with Dell laptop

Dell laptop with issue pertaining to the Recycling Bin. Everything is permanently deleted without going to the Recycling Bin. The bin properties is all gray out without allowing any changes nor does it not show any drives associated with the Bin. The Bin folder is there in the C: drive, but once you delete it, it does not return after a reboot. The issue that I think is relate is in the registry BitBucket "LastEnum" values has nothing in it. Even after changing it to point to the folder that contains NukeOnDelete, it clear the value after a restart or user log off. Any suggestion?

    Considering this line here "Everything is permanently deleted without going to the Recycling Bin", u can do the following....
    right clicj Recycle bin > properties > on next dialog box, click and de select Do not move files to the recycle bin.... check box. Now click OK (if ur problem regarding that). or if u have admin rights,
    u can use explorer & locate the said directory and right click to properties/ ownership, Now click option to take ownership of the directory/ folder & restore default permission, if it is network clients related issues. However, more info like OS/ environment etc require.
