You want to upgrade clients and server to Notes 8.5 and use the ID Vault. then you want to create an application users can access to authenticate themselves, which would then instruct ID Vault to run its processes to make it a self-service function. There is no reason to try to write something like this in 7 when it is available in 8 and, from all reports, works beautifully.
