The easiest and probably the most useful way is to inform the second user that the record is locked by displaying it in a small windows with the user code of the first user (the one who is locking the record).

Again -- How do you want it to be handled? What do you want the ideal actions to be?

The system would not be useful for business if programs could simply bypass record locks. No one would trust the system. But situations can be handled if you can say what you want to happen. Asking about "unlocking" won't get anywhere. It's a wrong question.

Describe what you want to happen. We can describe ways to cause the process result that you are after. But the result needs to be a business result, not a technical result. "Unlocking" is a technical result.

Your program needs to keep an original set of data the change time stamp of the records, perhaps in hidden subfile fields.

When the request to change is received by the program
- chain into the physical file
- check the original set of data against the set just received
  if the same
     update the record
  if different
inform the user that the record has been changed and load and display the new record.
