RDP issues via EC2

I’m using Hyper-V to build a VM on my machine so that I can RDP in.  I used the API to export the VHDX to VHD and upload it to AWS.  The problem is that I have no security keypair to access the newly created EC2. To solve this, I created a private AMI and re-instantiated a new EC2, setting the keypair in the process to ensure HTTP and RDP are permitted. But that didn’t solve the problem: when I download the RDP shortcut if fails to connect. I also cannot ping any of these instances via the public DNS or private DNS and seem to be having connectivity issues which don’t allow me to access the password prompt.
