I should mention that I am talking about Windows Server 2003 R2. I see that it did not provide that. Also, are there significant resource changes when installing R2 versus Server 2003? In other words, is it worth it, with relationship to resources, to install R2 or just leave it at 2003? will it slow down or save CPU speed?

Server 2003 R2 has a new feature called the
File Server Resource Manager. I highly recommend that you upgrade to Server 2003 R2 if you are looking to manage your file shares and quotas.
